Dear Representative Hurley:
 
            This is written in further response to your recent letter requesting an opinion of this office with regard to the applicability of chapter 109, Laws of 1971, 1st Ex. Sess., relating to environmental activities by public agencies, to Expo 74 and the various organizations participating therein.
 
            Unfortunately, it has not been possible during the limited period of time which has been available to us since receipt of your letter to complete all of the necessary research with respect to the issues raised thereby.  Therefore, it simply is not going to be possible for us to finalize our answers to your questions in time to issue a complete opinion to you prior to the forthcoming, August 31, 1971, city of Spokane special bond election.
 
                                                                     ANALYSIS
 
            However, we have been able to satisfy ourselves on one particular point raised by your request.  Even if the city of Spokane is required, prior to taking any firm action with respect to its proposed participation in Expo 74, to comply with the "environmental impact statement" requirements of § 3, chapter 109, Laws of 1971, 1st Ex. Sess., its failure to do so prior to the bond election will not, in our opinion, impair the validity of the bonds themselves should the proposition for their issuance be approved by the voters at this election.
 
            We trust that the foregoing will be of some assistance to you at this time, and we will continue to work toward completion of our opinion in response to your remaining questions.
