APPROPRIATION FOR CAPITAL OUTLAYS, MAJOR REPAIRS AND BETTERMENTS AT STATE INSTITUTIONS The appropriation for capital outlays, major repairs and betterments at state institutions may be used to supplement an inadequate appropriation to finance the construction of a better approach to the Rainier State School.
