Where the duly elected city attorney of a third class city is called into military service and granted a leave of absence his office is not vacant.  The person appointed acting city attorney holds office at the pleasure of the mayor.

Third class cities requiring garbage disposal service may not contract with private contractor for collection, whereby the charges are payable to the city and the private contractor paid 90% of monthly receipts, without calling for annual competitive bids and awarding contract to lowest responsible bidder under RCW 35.23.352.

The city council of third class city may submit to the voters the question of whether the water supply may be treated with fluorine, but, the resulting answer of the people is to be deemed as merely advisory and not binding on the city council or the mayor.
