1.A public hospital district organized under chapter 70.44 RCW has the authority to construct and operate a drug and alcohol treatment center located outside the boundaries of the district, where the primary purpose is to provide services for the residents of the district, but a district may not operate inside the boundaries of another public hospital district without the second district's agreement.

The three mill levy authorized by law for public hospital districts is subject to the forty mill limitation contained in the Seventeenth Amendment of our state constitution.

The electors in a proposed hospital district may not vote on a proposition authorizing a bonded indebtedness or a levy in excess of three mill at the election at which the district is voted into existence for the first time.

A public hospital district can be neither organized nor altered in any way so as to include lands lying in two counties.
