AGO Opinion Topics: UNIVERSITY PERMANENT FUND

Article XVI, § 5, of the state constitution applies to (and thereby inhibits the investment of) the agricultural college permanent fund, normal school permanent fund, scientific school permanent fund and the university permanent fund.

The legislature may constitutionally enact legislation providing for the use of proceeds from lands classified as university lands by § 9, chapter 122, Laws of 1893, for construction of educational facilities at the University of Washington.
