UPDATE 2/10/2026: The deadline for joining these settlements has now passed.
In June 2025, the Washington State Attorney General’s Office (AGO) entered 9 separate settlements for up to $122.2 million payable over the next 15 years. One settlement is with Purdue Pharma and the Sackler family. The other set of settlements are with eight generic opioid manufacturers (Alvogen, Amneal, Apotex, Hikma, Indivior, Mylan, Sun, and Zydus). Washington’s settlements are part of multistate settlements with these companies.
As with the prior opioid settlements, these new settlements are contingent on eligible cities and counties in Washington state joining. If not enough cities and counties join, the settlement is void. Check the current status of local governments who have signed on here.
The deadline for cities and counties to join the Purdue settlement is October 31, 2025, and the AGO recommends concurrently submitting the forms for the Generic Manufacturers settlements for convenience.
Under the terms of the Allocation Agreement IV, city and county governments will receive 50% of the total money and the state government will receive 50%. The One Washington Memorandum of Understanding between the Washington municipalities splits the city and county settlement share. Exhibit B to that Memorandum lists each local government’s percentage share. This amount must be spent on opioid remediation to abate the opioid crisis in their communities.
How to join the settlements
A city or county can join each settlement by signing and returning the Participation Form specific to each settlement and the Allocation Agreement IV document on the DocuSign platform using the link that cities and counties will be receiving from the Settlement Administrator. There are a total of three documents for the Purdue settlement and the Generic Manufacturers settlements that jurisdictions must send back to join each of the settlements.

While the electronic platform is strongly preferred, if the city or county prefers, the fully completed forms for the Purdue and Generic Manufacturers settlements can be returned to the Settlement Administrator via email at opioidsparticipation@rubris.com.
Detailed instructions on how to sign and return the Participation Form and Allocation Agreement IV, including changing the authorized signer, can be found here: Opioids Implementation Administrator Instructions. You may also contact opioidsparticipation@rubris.com with technical or logistical questions related to the sign-on process.
The deadline for cities and counties to join the Purdue settlement is October 31, 2025. We strongly recommend joining the Generic Manufacturer settlements at the same time. The deadline to join those settlements will likely fall several weeks after the Purdue deadline.
The settlement documents
The Participation Form for each settlement agreement requires local governments who join to abide by the terms of each settlement agreement, which can be found here: Purdue Multi-State Direct Shareholder Settlement Agreement and Generic Opioids Manufacturers Multi-State Settlement Agreements. The Allocation Agreement IV splits the Washington settlement amount between the State and Washington cities and counties. The “One Washington Memorandum of Understanding” between the Washington Municipalities is Exhibit A of the Allocation Agreement IV and details the apportionment of the settlement proceeds between the Washington local governments.
Contacting the AGO
If you have questions about the settlement or the process to join the settlement, please contact the AGO’s Complex Litigation Division at comopsettlements@atg.wa.gov or reach out by phone to Jeff Rupert, Division Chief at 206-389-2116. The AGO will be monitoring the sign-on progress and encouraging all eligible local governments in Washington to join.
All opioid settlements
This settlement does not affect the amounts that Washington will receive from past settlements.
These Purdue and Generic Manufacturers settlements and others with McKinsey, Mallinckrodt, the three major opioid distributors, five pharmacy and manufacturer settlements, Johnson & Johnson, Kroger, and Purdue will bring Washington state’s overall total to more than $1.3 billion to help fund the state’s opioid abatement and recovery programs.
