The state library commission has the authority to accept federal funds to assist in its rural library program; the commission may designate the state librarian as the individual responsible for carrying out the program.

The Capitol committee may not legally expend funds for the clearing of Capitol Lake before the state library is under construction.

A library board has no power to sell property or transfer title and only a change in the laws can grant it this power.  The state library need not pay for official University publications but must pay for all others published by the University Press.
