EXPENDITURES IN EXCESS OF BUDGET BY COMMISSIONERS OF PUBLIC HOSPITAL DISTRICT The commissioners of a public hospital district, in the event of need or emergency, may not make expenditures in excess of the budget as adopted by the commission for the fiscal year.
