Public Counsel Inquiries

Please Note: The Public Counsel Unit of the Washington State Attorney General's Office represents residential and small business interests in utility proceedings before the Washington Utilities and Transportation Commission (UTC). Only telephone, electric and natural gas utilities owned by investors or stockholders are regulated by the state and therefore involve Public Counsel; the office does not have authority to address issues for customers of publicly owned utilities (e.g. PUDs, co-ops, and municipals such as Seattle City Light).

In addition, Public Counsel is not staffed to respond to individual complaints or inquiries that are specific in nature (e.g. a specific service or billing complaint). Customers of regulated utilities who would like to file a complaint should contact the WUTC.
