Sess., authorizing "community colleges" applies to any school district presently operating an extended secondary program (so-called junior colleges) which does not elect to bring its program within the new legislation.
(1) When requested by a committee or member of the legislature, a state agency may disclose to that committee or member information relating to programming, revenue, spending or other fiscal matters involving that agency. (2) The authorized means for state agencies to communicate their budget requests to the legislature in the absence of such a request by a committee or member of the legislature is through certain procedures set forth in the state budget and accounting act.
A claim against a county for services performed during the preceding year, filed within thirty days thereof, is properly payable out of the previous year's budget appropriation, although such payment may be made after that time.The lapse provision for county budget appropriations in RCW 36.40.200 applies only to time for filing claims not to the time for payment.
The board of county commissioners may not require all capital outlay for the various county offices to be budgeted under one capital outlay category in the board of county commissioners' budget.

The term "preceding year's total payroll" as used in RCW 41.14.210 which provides for the support of the sheriff's civil service commission, means the budgeted total payroll for the fiscal year preceding the ensuing fiscal year.
1. A city may employ, on a regular basis, an employee whose salary was not specifically budgeted for, if the total salaries item in the budget is sufficient to cover it. 2. An employee working regular hours for part of a year may be properly paid from the lump sum appropriation item designated "extra help." 3. One salaried position specifically designated in the budget may be discontinued and the funds thereby saved transferred to the item budgeted for "extra help." 4. Cities may, by emergency appropriation, provide additional funds for salaries and wages to cover a deficiency in the overall classification for salaries and wages of a particular department. 5. Under the ordinance of the city of Olympia the mayor's control of the garbage department is subject to the action of the commission as a whole.
County commissioners have the power to fix the budget of the county hospitals. The board of trustees of a county hospital, through the general superintendent, has the power to hire and classify employees, but the county commissioners fix the budgetary allocation for salaries for each classification.
