Automated License Plate Reader (ALPR) System Registration

The use of automated license plate readers (ALPRs) by local and state agencies is governed by ESSB 6002, codified at RCW 10.130. The law establishes rules regarding the use of ALPR systems by government agencies in Washington State.

RCW 10.130.030(3)(5) requires all state and local agencies that operate or intend to operate an ALPR system to register that system with the Office of the Attorney General (AGO). To register an ALPR system, the head of the registering agency must certify that: (1) the ALPR system meets all requirements of RCW 10.130; (2) the agency has adopted policies governing the use of the system; and (3) the agency has a documented training process for all officers who will use the system.

ALPR System Registration
If you are a state or local agency looking to register an ALPR system, you may do so using this ALPR REGISTRATION FORM. There is no fixed deadline by which agencies must register an ALPR system. However, agencies may not operate an ALPR system that has not been registered pursuant to RCW 10.130(3)(5).

Registered ALPR Systems
Below is a list of all state and local agencies that have registered ALPR systems in Washington State. The AGO is publishing this information so that agencies and the public have access to information regarding the authorized use of ALPRs. The Attorney General's Office has not independently verified the certifications that each agency head made in submitting an ALPR registration. Questions regarding the use of an ALPR system by a particular agency should be directed to the relevant agency.
