Chapter 287, Laws of 1953, merely sets forth provisions which must be embodied in any contract for public printing to be done out of the state.  The public printer is not authorized or required to make any determination of questions of fact prior to the execution of such contracts.

Chapter 287, Laws of 1953, relating to contracts for out of state printing is not applicable to the public (state) printer.

The county commissioners of a county, under the provisions of chapter 36.72 RCW, may only award the official county newspaper printing contract to one newspaper publisher within the county.
