  1. School districts may enter into interlocal or interagency agreements with educational service districts for construction management services, value engineering reviews, constructability reviews, or building commissioning without seeking competitive bids if, but only if, the project’s estimated cost is less than $100,000.
  2. School districts are required to solicit competitive bids in order to engage in “other public works,” even if the school district acts through an interlocal or interagency agreement with an educational service district.
