1. Provisions of Initiative 178 became effective on December 7, 1950.  2. The Department of Social Security has the legal authority to operate under existing rules after December 7, 1950, and pending revision of the rules and regulations under Initiative 178.  3. The Department of Social Security had authority to establish January 8, 1951, as the effective date of new rules and regulations and to apply them so that determination of eligibility after January 8, 1951, and payments beginning February 1, 1951, were controlled by the new rules and regulations.
