State Insurance Commissioner Mike Kreidler ordered a loose affiliation of companies to stop selling unapproved health insurance plans to Washington consumers. Investigators said that between 2003 and 2007, the companies sold bogus health plans or policies to 4,000 Washington residents. The cease-and-desist order names the following businesses and individuals:

  • Design Savers Plans, Design Benefits, Inc., Dental By Design, Design Teleservices, Inc., SDS Financial
  • Adovahealth, Family Security Council, Inc., New Health Care Management Group, Inc.
  • United Group Programs, Inc., E2 Holdings, Inc., War College Simulations, Inc., United Programs Worldwide, Inc., United National Workforce Association, Opti-Med
  • Steven D. Smith, C. Murphy Leopold, Edward Demming, Robert D. Edelheit, Johnathan Edelheit , Ira Gottlieb, John Byars and Arnold H. Katz
